中國共產黨迎來百年華誕，回首百年征程波瀾壯闊，百年初心歷久彌堅。為賡續紅色根脈，弘揚紅色文化，彰顯嘉興“紅船魂、運河情、江南韻、國際范”的城市風貌，打造紅色文化旅游標桿城市，嘉興市人民政府、中國美術學院聯合舉辦中國·嘉興首屆“紅船魂”紅色文化主題雕塑征集大賽。獲獎作品將擇優放大制作并設立于嘉興南湖周邊。

Over the past century full of twists and turns, the Communist Party of China (CPC) has stayed firmly committed to its initial aspiration all through. Jiaxing Municipal People’s Government and China Academy of Art jointly hold the First “Red Boat Spirit” Sculpture Competition, to carry forward the revolutionary spirit of Jiaxing city and display its unique urban style featuring “the Red Boat, canal history, enchanting landscape, and international vision”, thereby building Jiaxing into a model tourism city with distinctive red (revolutionary) culture. A select number of the award-winning entries will be enlarged and placed around the South Lake in Jiaxing.

嘉興地處浙江省東北部，東接上海，北鄰蘇州，西連杭州，南瀕杭州灣，陸域面積4223平方公里，海域面積1523平方公里，常住人口540萬，下轄南湖、秀洲2個區，平湖、海寧、桐鄉3個縣級市和嘉善、海鹽2個縣。嘉興地勢平坦、發展平衡、民風平和，已有7000多年的歷史、2500多年的文字記載史、1700多年的建城史，是中國革命紅船起航、國家核電事業起步、錢江大潮起涌的地方。

Located in the northeast of Zhejiang Province, Jiaxing is geographically connected to Shanghai in the east, Suzhou in the north, Hangzhou in the west and the Hangzhou Bay in the south. It has a land area of 4,223 square kilometers and a sea area of 1,523 square kilometers. The city, with a permanent population of 5.4 million, is comprised of two districts (Nanhu and Xiuzhou), 3 county-level cities (Pinghu, Haining and Tongxiang) and 2 counties (Jiashan and Haiyan). With flat topography, well-balanced development and placid folk culture, Jiaxing came into being more than 7,000 years ago and has a recorded history of more than 2,500 years and a city history of 1,700 years. It is the place where China’s revolutionary “Red Boat” set sail, China’s nuclear power undertaking took its first infant steps and the tide of Qiangjiang River surged.

Jiaxing is the Place Where China’s Revolutionary “Red Boat” Set Sail

1921年7月，中國共產黨第一次代表大會在上海召開，后因遭受法租界巡捕房的襲擾而被迫中斷，轉移到嘉興南湖的一艘畫舫上舉行。在這艘畫舫上，“一大”審議通過黨的第一個綱領和第一個決議，選舉產生黨的領導機構——中央局，莊嚴宣告中國共產黨的誕生，中國革命的航船從此揚帆起航。“紅船”見證了中國歷史上開天辟地的大事變，成為中國革命源頭的象征。黨的十八大以來，紅船起航地的嘉興自覺踐行“開天辟地敢為人先的首創精神、堅定理想百折不撓的奮斗精神、立黨為公忠誠為民的奉獻精神”的“紅船精神”，堅決扛起黨要管黨、全面從嚴治黨的政治責任，堅持以“最多跑一次”改革為牽引，全力推進黨群干群關系最融洽、干部素質最過硬、政治生態最清明、科技人才環境最優越，努力把建黨圣地打造成為黨建高地，不斷鞏固和發展政通人和、心齊氣順、勁足實干的良好局面。

In July 1921, the First National Congress of the Communist Party of China (CPC) was held in Shanghai, but was then transferred to a boat on Nanhu Lake in Jiaxing City after it was interrupted by police of the French Concession. It was on this exquisitely decorated pleasure boat that the “First CPC National Congress” adopted its first program and resolution, elected the leadership organ of the party - the Central Committee, and solemnly announced the birth of the CPC, marking the beginning of China’s revolution. The “Red Boat” bears witness of unprecedented events in history and symbolizes the origin of China’s revolution. Since the 18th CPC National Congress, Jiaxing as the starting place of the Red Boat has seen voluntary implementation of the pioneering spirit, the spirit with a firm ideal that remains indomitable in the face of adversity, and the spirit of dedication to serving the people wholeheartedly and running the Party for the public good; relentless assumption of the responsibility of supervising the conduct of the Party and running itself according to the strict code of discipline; an adherence to the guidance of the reform of “handling affairs in one visit at most”; full effort to advance the most harminous Party-mass relationship, the best qualified cadres, the highest integrity in political ecosystem and the most favorable conditions for technological talents. In a word, Jiaxiang City is striving to transform the birth place of the party into a high ground of party building and constantly consolidate and develope a good landscape featuring efficient governance, satisfied people, conserted efforts, peace of mind, jubilant spirit and pragmaticness.

嘉興是馬家浜文化的發祥地

Jiaxing is the Originating Place of the Majiabang Culture

嘉興境內馬家浜文化遺址距今已有7000多年，是長江下游、太湖流域新石器時代早期文化的代表。春秋戰國時期嘉興為吳越爭戰之地，有吳根越角之稱，秦時置縣稱由拳，三國吳時更名嘉興。在《中國大百科全書》記載的1800名全國名人中，嘉興占了80余人；清代浙江共出進士2800多人，嘉興就有695人；近現代涌現出王國維、徐志摩、茅盾、豐子愷、陳省身、金庸等名師大家，嘉興的“兩院”院士達到51名。在偉大“建黨精神”“紅船精神”“浙江精神”和“勤善和美、勇猛精進”的新時代嘉興人文精神熏陶下，嘉興各項社會事業全面進步，連續四次獲得全國文明城市稱號，成為國家公共文化服務體系示范區，是世界文化遺產城市、中國優秀旅游城市、國家衛生城市、國家園林城市、國家歷史文化名城、國家節水型城市、全國綠化模范城市等，省級平安市、縣（市、區）創建實現“十五連冠”，獲得全省首批一星平安金鼎，奪得全國綜治領域最高獎“長安杯”。

The site of the Majiabang culture relics in the region has a history of more than 7,000 years, making it a typical site of early culture of the Neolithic Age in the downstream basin of the Yangtze River and that of the the Taihu Lake. During the Spring and Autumn and Warring States periods, Jiaxing was a battlefield of Wu and Yue states, hence the name of the “root of Wu and corner of Yue”. The Qin dynasty established the Youqian county in the region, which was later renamed as Jiaxing by the Wu Kingdom during the period of Three Kingdoms. Of the 1,800 prominent Chinese recorded by the Encyclopedia of China, more than 80 were from Jiaxing. 695 out of the total of 2,800 jinshi from Zhejiang during the Qing dynasty were from Jiaxing. The modern and contemporary times have seen the emergence of great masters like Wang Guowei, Xu Zhimo, Mao Dun, Feng Zikai, Chen Shengshen and Jin Yong, as well as 51 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering. Immersed in the founding spirit of the CPC, the Red Boat spirit, Zhejiang spirit and the Jiaxing humanistic spirit in the new era featuring “diligence, goodness, harmony and endeavor”, the city has made all-round progress in all aspects of social undertakings, and has been awarded such honors as the National Civilized City for 4 consecutive times, and the Demonstrative Zone of National Public Culture Service System. It is a City of UNESCO World Cultural Heritage, Outstanding Tourist City of China, National Health City, National Landscape Garden City, National Historical and Cultural City, National Water-conservation City and National Model City of Greenization. The city has been rated the No. 1 in provincial-level construction of safe cities/counties (districts) for 15 consecutive times, and is one of the first cities to be awarded the 1-Star Gold Cauldron for Safe Cities and the “Chang’an Cup”, the highest national prize for comprehensive governance.

嘉興遵循習近平總書記關于“發揮區位優勢、主動接軌上海、積極參與長三角地區合作與交流”的重要指示，積極搶抓地處“一帶一路”“長江經濟帶”“長三角區域一體化發展”三大國家戰略交匯點、獲批浙江省全面接軌上海示范區、全省推進“四大”建設等重大發展機遇，不斷提升在基礎設施、科技創新、產業平臺、公共服務、生態建設等方面的對接水平。全力支持浙江清華長三角研究院發揮作用，積極參與G60科創走廊建設，加快浙大國際聯合學院海寧國際校區、中電科南湖研究院、張江長三角科技城等發展；緊緊抓住世界互聯網大會永久落戶、實現全域口岸開放的多重機遇，著力打造長三角核心區全球先進制造業基地、數字經濟高地和高質量外資集聚地。去年，全市引進總投資超百億產業項目17個，世界500強項目21個，引進超億美元產業項目59個、列全省第一；實際利用外資26.47億美元，增長14.4%，總量列全省第二。R&D占比預計達到3.1%。新認定國家高新技術企業662家，累計達2414家、居全省第三。高技術制造業、戰略性新興產業、裝備制造業增加值三項增速均列全省第一，高新技術產業增加值增速列全省第二，數字經濟核心制造業增加值增速列全省第三。

Following the important instruction of General Secretary Xi Jinping about “fulfilling regional advantages, actively aligning with Shanghai and participating in cooperation and communications with the Yangtze Delta Region”, Jiaxing has been proactively seizing its geographic advantage as the conjunction point of the three national initiatives, namely, the “Belt and Road”, the “Yangtze River Economic Belt” and the “Integrated Development of the Yangtze Delta Region”. The city has been recognized as the Demonstrative Region for Comprehensively Aligning Zhejiang Province with Shanghai and promoting the “Four Major” Constructions. Leveraging these advantages, the city has been constantly upgrading its infrastructure, technological innovation, industrial platforms, public service and ecological construction to improve its alignment prowess. Other efforts also include supporting the Tsinghua Yangtze Delta Region Research Institute in Zhejiang, active participating in the construction of the G60 technological corridor and accelerating the development of the Haining International Campus of Zhejiang University, Nanhu Research Institute of UESTC and Yangtze Delta Region Technological City of Zhangjiang; firmly seizing the multiple opportunities like permanent settlement of the World Internet Conference and opening ports across the region to create a global advanced manufacturing base in the core area of the Yangtze Delta Region, high ground of digital economy and aggregated area of high-quality foreign investment. In the previous year, the city topped the provincial list in investment attraction, gaining 17 projects with total investments of more than 10 billion, 21 projects invested by Global 500 companies, 59 industrial projects with an investment over $100 million. The utilized foreign investment reached $2.647 billion, the second largest in the province, representing a 14.4% growth rate. The R&D investment was estimated to reach 3.1%. The city had 662 companies newly recognized as national high-tech enterprises, making the total number reaching 2414, the third largest in the province. The growth rates of added value generated from high-tech manufacturing industry, strategic emerging industries and equipment manufacturing industry were all the fastest within the province. The growth rate of added value from the high-tech industry came to the second while that from core manufacturing industry of digital economy was the third fastest in the province.

嘉興是推進城鄉一體化的先行之地

Jiaxing is a Pioneer in Advancing Urban-Rural Integration

按照習近平總書記在嘉興蹲點調研時提出的“嘉興完全有條件成為全省乃至全國統籌城鄉發展典范”這一重要指示，創新實施統籌城鄉綜合配套改革，扎實開展國家“多規合一”和新型城鎮化試點，突出精致規劃、精致建設、精致管理，確立“1640”（1個中心城市、6個副中心、43個鎮）、“四百一千”（433個城鄉一體新社區、1102個傳統自然村落保留點）的空間布局，積極穩妥推進農村土地綜合整治，加快城鄉公共服務均等化、城鄉居民收入均衡化、城鄉要素配置合理化、城鄉產業發展融合化。形成了對內快速化、對外高速化的“153060”（主副中心和鎮15分鐘上高速、主副中心間30分鐘直達、與周邊主要城市60分鐘互通）交通圈，實現城鄉居民醫療保險并軌和最低生活保障標準城鄉統一，打響了圖書館總分館、農村文化禮堂的“嘉興品牌”，城鄉居民收入差距全省最小，統籌城鄉發展水平居全省第一。堅持“綠水青山就是金山銀山”的發展理念，積極創建國家生態文明建設示范市，全力打好“藍天、碧水、凈土、清廢”四大戰役，加快打造“紅船魂、運河情、江南韻、國際范”的國際化品質江南水鄉文化名城。市控斷面三類及以上水質占比91.8%，飲用水源地水質實現100%達標；城市空氣質量優良率達87.2%；超常規推進垃圾處置項目建設，率先實現“垃圾焚燒處置縣（市）全覆蓋、垃圾處置零填埋”。

Holding fast the important instruction of General Secretary Xi Jinping emphasizing that “Jiaxing has full conditions to become a model of integrated urban-rural development in the province and even China” proposed by General Secretary Xi Jinping when he carried out a squatting-on-site research in Jiaxing. The city has carried out a reform adapted to urban-rural integration and implemented the pilot national program of “multiple regulations integrated into one” and new urbanization program by highlighting exquisite planning, construction and management. A spatial layout of “1640” (1 central city, 6 sub-centers and 43 towns) and “400 +1000” (433 new urban-rural communities and 1102 reserve points of traditional natural villages) has been created to accelerate equality of urban-rural public services, balance in the income of urban and rural residents, rationalize the allocation of urban-rural factors and harmonize the urban-rural industrial development. A “153060” transport circle (15 min to express way from central city and sub-centers, 30min drive directly to the central city and sub-centers and 60-min transport with peripheral cities) has been formed. The integration of medical insurances between urban and rural residents and uniformity of standard of minimum living allowances have been achieved; the Jiaxing brand of central and sub-libraries and rural culture halls have been established; Jiaxing has the lowest income gap between urban and rural residents and the highest level of urban-rural integration in Zhejiang Province. Adhering to the concept that “ lucid waters and lush mountains are invaluable assets”, the city has been actively constructing a national demonstrative city for ecological civilization by launching out four campaigns involving the “blue sky, green water, pure land and disposed waste” and accelerating the construction of a world-class high-quality Jiangnan watertown and cultural city featuring the “Red Boat soul, canal nostalgia, Jiangnan rhymes and international style”. The proportion of the third and above grade of water quality in the control cross section of the city is 91.8%, water quality at the drinking water sources is in 100% conformity with standard, and the rate of excellent and good urban air quality reaches 87.2%. The city is also committed to advancing waste disposal projects in an atypical manner and thus become the first to achieve “full coverage of waste incineration across counties (cities) and zero waste landfill rate”.

2020年，全市地區生產總值突破5500億元，增長3.5%左右；財政總收入1003.1億元、居全省第三，一般公共預算收入598.8億元、居全省第四，分別增長6.1%和5.9%；規上工業總產值1.03萬億元、居全省第三；存貸款余額雙雙超萬億，成為全省第3個、全國第9個貸款余額超萬億的地級市。城鄉居民人均可支配收入分別達到6.43萬元、3.98萬元,農民收入連續17年居全省首位，城鄉收入比縮小到1.61：1。

In 2020, the city has achieved a GDP exceeding 550 billion yuan, representing a growth rate about 3.5%; a total fiscal income of 100.31 billion yuan, coming the third in the province and a general public budget income of 59.88 billion yuan, the fourth in the province, which represent 6.1% and 5.9% growth rates, respectively. The total output value of industries above designated size was 1.03 trillion yuan, coming the third in Zhejiang Province; the total values of both deposits and loans exceeded 1 trillion, making the city the 3rd prefecture-level city in the province and the 9th in the country of this kind. The disposable incomes of urban and rural residents per capita were 6.43 trillion yuan and 3.98 trillion yuan, respectively. Peasant income has been the highest for 17 consecutive years in the province, and the ratio of income of urban to rural residents was reduced to 1.61: 1.

—— 嘉興紅色文化概況 Overview of Jiaxing red culture ——

嘉興歷來富有紅色文化傳統，是元明以來東部沿海抵御外侮的前沿陣地，中國共產黨的誕生地和紅色文化重要宣教地區，“九一八”后江南地區抗日斗爭的重要場所。在明代抗倭、乍浦抗英的反侵略斗爭中，嘉區人民同仇敵愾、奮起抗敵之精神彪炳史冊。清末維新運動、反對美國迫害華工斗爭、保護鐵路主權運動、辛亥革命、五四愛國運動，嘉興人都秉承愛國愛鄉的信念，走在全國進步的前列。“五四運動”后，嘉興進步青年宣傳新思想、新文藝，傳播馬克思主義，抨擊黑暗勢力，涌現了沈雁冰、沈鈞儒等一大批進步文化人士，為嘉興紅色文化的發展奠定了深厚群眾基礎。1921年中國共產黨第一次代表大會在嘉興南湖閉幕，宣告了中國共產黨的誕生，開創了中國革命的新紀元。紅船成為中國革命源頭的象征，習近平概括“紅船精神”為“開天辟地、敢為人先的首創精神，堅定理想、百折不撓的奮斗精神，立黨為公、忠誠為民的奉獻精神”。1925年嘉興第一個地方黨組織建立，嘉興人民在中國共產黨領導下與帝國主義、封建主義、官僚資本主義進行了不屈不撓的英勇斗爭，奪取了新民主主義革命的勝利。

Jiaxing has long had a revolutionary tradition since ancient times. It was known as the front line of the east coast since the Yuan and Ming Dynasties to resist foreign aggression, the birthplace of the CPC, and a crucial place to promote the red culture (revolutionary culture), as well as a vital place for the anti-Japanese struggle in the south region after the “September 18th Incident”. People in Jiaxing have always stayed committed to safeguarding national interests and pursuing national independence throughout the struggles in history, such as the struggle against Japanese in the Ming Dynasty, the battle against the British in Zhapu, the Hundred Days’ Reform, the struggle against the persecution of Chinese workers in the United States, the protection of railway sovereignty movement, 1911 Revolution, and the May Fourth Movement in the late Qing Dynasty. New literary and artistic concepts as well as new ideologies like Marxism, were widely spread in this land by enterprising youths after the May Fourth Movement to fight against dark forces. This, along with the efforts of a batch of forward-looking people including Shen Yanbing and Shen Junru, has laid a solid foundation for public support for the development of Jiaxing’s red culture. In 1921, the first national congress of the CPC successfully concluded on a boat in the South Lake of Jiaxing, which marks the birth of the CPC as well as a new era of the Chinese revolution, and makes Red Boat the symbol of the source of Chinese revolution. President Xi Jinping described the “Red Boat Spirit” as “to be the first to make changes; stay true to the original aspiration; and work for public interests.” The first local party organization in Jiaxing was established in 1925. Under the leadership of the CPC, people in Jiaxing waged indomitable struggles against imperialism, feudalism, and bureaucratic capitalism, and won the victory of the new democratic revolution.

新中國成立后，嘉興各級黨組織遵循黨中央的路線、方針、政策，依靠廣大人民群眾，發揚艱苦奮斗、自力更生精神，不斷克服困難，取得社會主義建設的成就。1965年嘉興農業科技人員開啟全省首批南繁征程，1991年我國自行設計制造的第一座核電站秦山核電站并網發電成功，2000年杭嘉湖南排主要工程全面建成，2001年嘉興港正式作為一類口岸對外開放，2007年嘉興率先全國實現全民社保，2008年杭州灣跨海大橋通車運營，2020年嘉興農村居民人均可支配收入連續17年全省第一……嘉興人不忘初心、牢記使命，深入貫徹習近平總書記視察浙江重要講話精神，大力弘揚偉大“建黨精神”“紅船精神”“浙江精神”和“勤善和美、勇猛精進”的新時代嘉興人文精神，忠實踐行“八八戰略”，進一步看清來時的路、堅定腳下的路、走好前行的路，堅決守好“紅色根脈”。

With strong public support, Jiaxing Party organizations at all levels have overcome numerous difficulties and made remarkable achievement in socialist construction by following the lines, guidelines, and policies of the CPC. In 1965, the first batch of Jiaxing agricultural technicians initiated the program of seed breeding in Hainan province. In 1991, Qinshan Nuclear Power Station, China’s first self-designed and manufactured power plant, was successfully connected to the grid for power generation. In 2000, the main part of Hangzhou-Jiaxing-Huzhou South Drainage Project was fully completed. In 2001, Jiaxing Port was officially established as the first-class port opened to the world. In 2007, the Jiaxing government took the lead in deploying a social safety net for all, and the Hangzhou Bay Bridge was successfully put into operation in 2008. Moreover, the per capita disposable income of rural residents in Jiaxing has occupied the first place in the province for 17 consecutive years as of 2020. Staying true to their original aspiration, in the spirit of General Secretary Xi Jinping of his speech delivered during his inspection in Zhejiang Province, people in Jiaxing have been carrying forward the great spirit of party building and the “Red Boat”, Zhejiang spirit, and the goodness, diligence, valor, and entrepreneurship of Jiaxing in the new era, and implementing the strategy of “Eight Edges and Eight Measures”. People in Jiaxing preserve the red culture by drawing lessons from the past, staying committed to the present strategy, and taking a correct future path.

發揮嘉興獨特的紅色文化資源優勢，展現嘉興作為“紅船起航地”“紅色根脈之地”的藝術魅力，弘揚嘉興紅色文化內涵，體現時代精神。創作者可適當延展主題，展現新的時代背景下“紅船精神”的當代表達，反應嘉興人所展現的首創精神、奮斗精神、奉獻精神和勤善和美、勇猛精進的新時代嘉興人文精神。

在充分表述嘉興紅色文化的基礎上，也擇優選取浙江紅色文化、全國紅色文化的重大歷史題材作品。

Centering on the “red memory” in Jiaxing, the competition is held to review the contributions made by local people in the history of anti-aggression, anti-imperialism, anti-feudalism, and building of New China. Entries should depict the red culture of Jiaxing as the birthplace of the CPC and the cradle of the “Red Boat Spirit”, thus highlighting the theme of the “Red Boat Spirit” by the integration of the red culture with the Red Boat culture.

The aim of the competition is to display the artistic charm of Jiaxing as the origin of red culture and the cradle of the “Red Boat Spirit” to promote its red culture by using Jiaxing’s unique red cultural resources. Additionally, the entries shall reflect the spirit of the times. Creators can properly expand the range of the theme to show the “Red Boat Spirit” in the new era, and demonstrate the innovation, struggles, dedication, goodness, diligence, valor, and entrepreneurship of Jiaxing people in the new era. 

In addition, the competition also welcomes entries that can display other significant revolutionary events in Zhejiang Province and in other Chinese provinces and regions.

—— 征集參考點位 Location ——

征集參考點位位于嘉興市南湖周邊區域，包括英雄園及周邊綠地、紅船干部學院校園及紡工路公園綠地兩個區域。投稿者可自行擬選以上區域內綠地放置作品。主辦方不組織集中考察，投稿者可自行前往現場踏勘。

放大落地作品具體實施點位，由投稿者實地踏看后，根據參賽作品的創作主題和表現形式，結合參考點位周圍公共空間環境，與大賽組委會商議后確定。

Entries will be placed around the South Lake, including the green space areas around the Hero Park, the Red Boat Cadre School and the Fanggonglu Park. Participants can choose to place their works in one of the above areas by themselves. No official field inspection will be organized, and participants can go to the site by themselves. 

As for the specific locations of the enlarged entries, the entry contributors’ decisions following a round of field inspection will be considered in conjunction with the creative themes and modes of presentation of the entries, as well as how they would fit with the surrounding public spaces in the proposed reference locations. The final decision will be made after consulting with the competition’s organizing committee.

THE HERO PARK AND THE GREEN SPACE AROUND

點位與主題建議：英雄園周邊區域共設置參考點位15處，其中紅色點位8處，突出紅色文化；青色點位7處，側重江南文化。

Location and theme suggestions: 15 reference points have been set around the Hero Park, including 8 red locations that highlight the red culture, as well as 7 green locations that prioritize the Jiangnan culture, i.e., culture that prevails on the south of the Yangtze River.

紅船干部學院校園及紡工路公園

THE RED BOAT CADRE SCHOOL AND THE FANGGONGLU PARK

點位與主題建議：紅船干部學院區域共設置參考點位8處，其中紅船干部學院內點位7處，紡工路公園點位1處，要求結合地域氣質，設置與嘉興紅色革命事件、人物、文化等相關的雕塑。

Location and theme suggestions: a total of 8 reference locations have been set up in the Red Boat Cadre School, including 7 indoors and 1 in the Fanggonglu Park. Sculptures related to Jiaxing Red Revolution events, characters, culture, etc. shall also be set up in accordance to the region’s atmosphere and landscape.

—— 作品要求 Requirements on Entries ——

作品應主題鮮明，形式新穎獨特、簡潔凝練、精致和諧，具有較強的美感和視覺沖擊力，藝術手法不限。創作者需結合現場環境，體現大賽主題，靈活運用材質，創作具有嘉興特色的藝術作品，并體現創作者的美學感悟與深度思考。作品必須為原創作品，尊重多元文化，體現地域性與開放性。方案如使用相關標志元素需遵守《中國共產黨黨徽黨旗條例》等規范性文件。如因著作權等問題發生糾紛均由應征作品作者承擔一切法律責任，如獲獎作品發生上述糾紛則獲獎者還應退還獎金及榮譽證書。

The entries are expected to be novel, original, concise, exquisite, and harmonious with a clear theme, good aesthetic taste, and strong visual impact. Any technique for artistic expression is allowed. We encourage participants to create entries based on Jiaxing features, the surrounding environment, and the theme of this competition. Furthermore, the entries shall well reflect creators’ aesthetic perception and in-depth thinking. Entries should be original, showing respect to cultural diversity, and displaying the regional features and openness of Jiaxing. Any use of relevant logo elements in the entries shall abide by regulatory documents such as the Regulations on the Party Emblem and Flag of the Communist Party of China. The creators should be fully responsible for any dispute caused by copyright issues, and winners shall return the awards and certificates in this case.

本次大賽面向國內外具有雕塑創作能力的藝術家及各高校雕塑專業在校師生征集作品。另特邀知名藝術家創作作品10件。

The competition is open to domestic and foreign artists with sculpture creation skills, as well as teachers and students from colleges and universities majoring in sculpture. In addition, well-known artists are specially invited to create 10 artistic works.

—— 參賽方式 How to Participate ——

初評投稿：投稿人請于2021年11月1日24:00前報送作品設計稿電子版（要求效果圖或彩色照片，含正面、背面及兩側等不同視角的效果圖或彩色照片3張，并注明作品名稱、尺寸、材質、創意說明，作品圖片文件不小于2MB每張，按照“作者姓名-作品名稱-主題點位”的格式命名）與填寫完整的《征集報名登記表》（Word版電子文件）。應征者可同時提交多套創意方案，遞交的設計作品畫面不得出現作者姓名、單位名字等類似信息，以確保作品評審的公開、公平與公正，否則該作品視為無效。郵件主題請注明“嘉興征集活動與投稿單位名字或投稿人姓名”并以普通附件形式發送至電子郵箱。國外參展作者原則上用英語填寫。報送材料逾期不予受理。相關資料見附件。

Submission for preliminary evaluation: Please submit the electronic version of the design draft (An entry should include the front, back, two sides, etc. of the design sketch or 3 colored pictures, with work title, size, materials, and design description. Each file shall be no less than 2MB. The work shall be named in the format of “author name-work title-themes and locations”) and the completed Registration Form (in Word) before 24:00 on November 1, 2021. You are encouraged to submit more than one work. For evaluation fairness and transparency, don’t reveal information like author name or employer in the work; otherwise, the work shall be deemed invalid. Please indicate “Sculpture Design Competition of Jiaxing (Name of Unit or Author)” in the subject of the email and send the work as an attachment. Foreign participants shall offer information in English. Overdue submissions shall not be accepted. See the attachment for more information.

復評投稿：初評入圍投稿人需按照組委會正式通知后確定的時間郵寄或自行將立體模型小稿、《征集報名登記表》（打印簽字）與《作者承諾書》（打印簽字）送達至指定的地點（具體送件時間地址另行通知）。模型小稿原則上最長邊尺寸在60厘米以內，重量在50公斤以下（須真實地表達作品在實際環境中的效果，要求模型的材料、色澤、質感以及各部分之間的大小比例關系與實際成品相仿）。如有特殊要求，請提前與收件單位聯系。

Submission for final evaluation: Authors of entries shortlisted for the final evaluation should mail or deliver the 3D models of the entries, Registration Form (printed and signed), and Author’s Letter of Commitment (printed and signed) to the designated site by the organizing committee (the time and address shall be notified later). The longest side of a model should be within 60 cm and the weight shall be less than 50 kg (The model should truly show the effect of the work in the actual environment. The materials, color, texture, and proportion of different parts of the model shall be identical to those of the finished product). If there is any special requirement, please contact the collection unit in advance.

The Red Boat Cadre School shall accordingly determine the times for creation, transportation, and installation of the enlarged prototypes based on the overall construction progress.

—— 評選與獎勵 Evaluation and Awards ——

初評：由主辦單位領導、相關領域專家組成的評審委員會，對征集的作品方案進行評審，評選初評入圍作品35件。

Preliminary evaluation: Entries will be preliminarily evaluated by the expert committee composed of leaders from the organizers and experts in related fields to select 35 works for the second round of evaluation.

復評：以評審展覽的方式展出作品立體模型小稿，并在指定網站進行公示，最終評定獎勵級別。綜合專家及公眾意見，由主辦單位選出優秀的作品方案進行落地制作。

Re-evaluation: The three-dimensional models of the shortlisted entries will be displayed and publicized on the designated website for final evaluation. Excellent entries will be selected by the organizers for production based on public and expert opinions.

參賽者在參賽過程中發生的一切費用，以及獲獎者所獲獎金、補貼等稅金均自行承擔。獎項獎金設置如下：

•      獎項與獎金(稅前)：

金獎（1名）：獎金12萬元；

銀獎（2名）：獎金9萬元每位；

銅獎（3名）：獎金6萬元每位；

優秀獎（9名）：獎金3萬元每位；

入圍獎（20名）：獎金1萬元每位；

特邀藝術家另設特別榮譽獎（10名）。

The participants shall bear all the expenses incurred during the competition, and the taxes for bonuses like awards and subsidies. The prizes and awards are as below:

•      Prizes and Awards (pre-tax):

Gold Award (1 winner): 120,000 yuan;

Silver Award (2 winners): 90,000 yuan per person;

Bronze Award (3 winners): 60,000 yuan per person;

Excellence Award (9 winners): 30,000 yuan per person;

Finalist Prize (20 winners): 10,000 yuan per person;

Special Honor Awards (10 people) for invited artists.

•      實施放大：

獲獎作品若進行實施放大，另給予作者8萬元（稅前）費用補償。主辦單位統一組織作品的加工、運輸和安裝，獲獎作者須參與實施放大過程的深化設計、制作和監制，具象寫實作品作者須親自放稿。監制期間的差旅食宿費用由主辦單位負責。

•      Enlargement and Production

The award-wining creators will be compensated with 80,000 yuan (pre-tax) for the enlargement and production of their works. The processing, transportation, and installation of the entries will be arranged by the organizers. The award-wining participants shall involve in the further design, production, and supervision during the process. Figurative and realistic works must be produced by the creators. The organizers shall be responsible for the travel and accommodation expenses during the production supervision period.

室內雕塑作品展：展出優秀參賽作品小稿與特邀藝術家創作作品。

室外雕塑作品展：由主辦單位選出優秀作品方案進行落地制作并設立于嘉興市南湖周邊。

學術研討會：開園期間組織參賽藝術家、文史學家、規劃師、設計師等圍繞嘉興紅色文化的建設與傳播、紅色題材作品創作經驗等話題進行討論，從不同角度、不同文化背景探討城市文化可持續發展的可能。

畫冊出版：將大賽評選過程、成果、花絮等匯編成冊，獲獎作者每人獲贈一冊。

Indoor Sculpture Exhibition: Exhibit the scale models of outstanding entries and the works of invited artists.

Outdoor Sculpture Exhibition: Outstanding entries will be selected by organizers for enlargement and will be exhibited around the South Lake.

Academic seminar: Participants, historians, planners, and designers will be organized to discuss the development and promotion of Jiaxing revolutionary culture, as well as the creation experience of revolutionary works, to explore the possibilities of realizing sustainable development of urban culture from different perspectives and cultural backgrounds.

Publication: A picture album covering the selection process, results, and tidbits of the competition will be made and offered to each creator of the award-winning entry.

1.凡提交作品參加本活動的投稿人均視為已承認并遵守本公告的各項規定；

2.投稿作品必須原創，作者應擁有作品全部的知識產權，且未在任何室內外場地建設，杜絕抄襲和一稿多投；
